Usecase Diagrams: Problem Boundary is missing?

The problem boundary diagram seems to be missing in power
designer?
(how do you draw a problem boundary?)

Example
"Stock Maintenance System" is the problem boundary.

You can use rectangle tool on standard palette. You simply
type text in it and then just choose the text alignment to
top. (Symbol - Format... - Text Alignment).
