I use PD10.1 EBF11 to open PD9.5.2's C1.pdm.
use Modify Database have error message below:

With the model open, run a Check Model on it. Fix the errors.

What are you using for the Modify Database source?
It sounds like you are using an archive PDM (APM).
In that case, that model might be the one with errors.
I'm just guessing here.

I want to update the database from the model !
I insert new Column, and this new column is not
last(bottom) of Columns.

OK, I might not be following you here.
As I understand it:
Your model was originally V9.5, and you've upgraded it to V10.
You did a Modify Database, using ODBC to the target database as the
source for your compare. The generation failed due to errors in the
model, but when you do a Check Model, there are no errors, only warnings.

Can you try something as a test?
Reverse engineer the database into a new V10 model.
Add your column to the table in the model.
Run the Modify Database again, as you did before.
(expectation is only the column change)
What do you see in the Compare dialog box?
Do you get the same errors as before?

I do Reverse engineer the database into a new V10 model.
and I know what is point.
the point is Column's Comment.
if I type english comment is OK !
if I type chinese comment is Error !

I wonder if this has been fixed in V11. Can you download the V11 trial,
and try to reproduce your problem with that version of PD? You may not
have to wait until V12. I'd help, but I don't have anything in Chinese.

If this doesn't work in V11, then you will need to report the bug to
Sybase tech support so they can get it fixed. Supporting multi-lingual
environments is important to Sybase.

Reverse engineer the database into a new V10 model.
Add your column to the table in the model.
Run the Modify Database again, as you did before.
(expectation is only the column change)
What do you see in the Compare dialog box?
Do you get the same errors as before?

I insert new Column, and this new column is not
last(bottom) of Columns.

What are you using for the Modify Database source?
It sounds like you are using an archive PDM (APM).
In that case, that model might be the one with errors.
I'm just guessing here.
