Connecting to ASE based repository with native connection type fails

We have recently started using PowerDesigner 16.1, and I got the DBA to set up a new database for repository in an ASE 15.5.
Connecting to this database goes well when I e.g. choose reverse engineer database, and select a connection profile with a native connection type.
But when I go through the Repository menu and try to connect using the same connection profile, I get a "Database connection failed!..." window plus a "Unable to initialize Client Library context" message in the output window.
The OCS-15_0 folder is on a network disk, and windows path is set up with the subfolders.

I just tried connecting with ODBC machine data source. This time the connection works, but when the initial connect has run through the setup SQL scripts, I immediately get an error message saying "The connection failed because the repository has not been installed on this machine".
